Interesting article but also full of strange starting points supporting its premise, Estonia and X-Road (neither of which is SSI based) and then going on about a bill Wyoming passed (But as far as I know has done nothing to implement). The good news is they also like EBSI and reference it a few times.  

We like the conclusion:

California has historically led the world in the discovery and application of new and exciting technologies. The application of blockchain-based security systems should be no different.
